Yes, it makes it harder for people to backport packages to stable when you
build-depend on versions of packages not available there; and debhelper only
changes interfaces when a new major version is released, so AFAIK this
versioned build-dependency is not needed.  Certainly, there were no changes
in version 4.9.3 that would seem relevant.
