Hi Jonas Is it ok to set that to serious now (I have adjusted here the severity)? If one uses buildd-like sbuild setup, building libapp-cache-perl FTBFS. It should be easy to fix: http://pkg-perl.alioth.debian.org/debhelper.html#running_tests_needing_writable_home Are you interested to maintain the package under the Debian Perl Group umbrella?
