The NTP distribution copyright statement says: "The following copyright notice applies to all files collectively called the Network Time Protocol Version 4 Distribution. Unless specifically declared otherwise in an individual file, this notice applies as if the text was explicitly included in the file." That notice gives David L. Mills's copyright and a DFSG-free license. Unfortunately many individual files carry other notices, which means that this notice definitely does *not* apply. arlib directory: No permission except permission to distribute with ntp distribution. Not DFSG-free. (Not built.) All files with "Copyright Frank Kardel" notices: No permissions *at all* given. I also found at least one "no distribution for commercial purposes without prior written permission" license, although I forget where it is; at that point I gave up. In addition, several other DFSG-free copyright/license notices apply to various files but are not present in the copyright file.
