I just made the same search (32 files are from the KOMA-Script package allown). All of these files are generated files. Derived versions are possible if you start with the original source and use a different name (roughly speaking). See, eg, /usr/share/doc/texmf/latex/koma-script/LEGAL.TXT for details. With respect to the original message: /usr/share/texmf/tex/latex/seminar/xcomment.sty is part of the seminar package.
