Justification: fails to build from source (but built successfully in the past)

Builds of libee in minimal environments are failing because configure
can't find pkg-config; for instance (from
https://buildd.debian.org/fetch.cgi?&pkg=libee&ver=0.1.0-1&arch=amd64&stamp=1297617886&file=log):

Could you please add an appropriate build dependency (which liblognorm
will likely need as well) and check (with pbuilder or the like) that
no others are missing?
