That's correct. There are other packages which are in similar
situations, for a variety of reasons. Filing an RC bug won't change
that though; squeeze has released and it is no longer possible to add
new packages other than for exceptional circumstances.
The reason for djbdns's non-inclusion appears to be #516394. (dbndns is
built from the djbdns source package, hence its non-inclusion.)
