Policy only explicitly specifies the behaviour of packages regarding
conffiles and logs on purge; exactly what should be removed has been the
subject of some debate.  (and cached data shouldn't really be
in /var/run to start with...)

In any case, this isn't a regression, nor a blocker for the squeeze
release; tagging as such.
