Using /srv for both, files installed by the distributor and files installed by the administrator, doesn't seem to be a sane solution, at least in my perspective. Anyway, discussing the FHS isn't be helpful here. | Distributions must take care not to remove locally placed files in | these directories without administrator permission. This is also respected, but leads to files remaining in /srv/cvs after installing cvs and purging it afterwards. Creating /srv/cvs without administrator permission is still buggy (if anyone disagrees, please change the severity to wishlist).
