I understand your point but I see an NMU as a "reminder with fallback", i.e. if a maintainer gets reminded that there is something to do and says "please cancel, I'll handle it myself" -- it's a reminder; if a maintainer doesn't react, the hopefully improved package gets into the archive and users benefit.
