Section 9.1.1 of the Debian Policy Manual says that packages "must" comply
with the Filesystem Hierarchy Standard (FHS), version 2.3, which in turn
define clear roles for /var/lib and /var/cache.
WebGUI's use of /var/lib/webgui/cache as a cache is incompatible with the
definition given in the FHSv2.3 for /var/lib. This use is perfectly
compatible with /var/cache, therefore the Debian package should install
its cache directory under /var/cache as mandated by the Debian Policy.
I'm filling this bug with upstream as I believe this change should also be
adopted by the authors for all of their Linux releases.
I'm not including my /etc/default/webgui as its contents are irrelevant to
this report.

removal never fails if /var/lib/webgui, /var/log/webgui or
/var/cache/webgui cannot be fully removed because of filesystem

* README.Debian: update to describe latest functionality of the
startup page; mention WebGUI's translation server and how to install
additional translations; mention that upgrades take database backups
to /var/backups; mention additional packages needed to run the
codebase testing routines; mention WEBGUI_LIVE to enable additional
tests over a live installation.
* dirs, preinst, postinst, webgui.conf: Move WebGUI's file cache
location to /var/cache for FHS compliance (Closes: #593698); make
sure old cache location gets removed on upgrade.
* rules, webgui.install: stop copying files manually in place since
there are no more dashes as filename prefixes.
* Upstream does not ship a single changelog, but a changelog
directory instead, so a lintian override has been added.
