It's a newer version of it. and ure is the "UNO runtime environment", used by both OOo and LibO (a base library that everything uses - compare it like glibc for Linux) Besides that, no, it's not my or the OOo packages' fault if you didn't keep your sid clean after installing LibreOffice.
