t-p-u is supposed to be for situations where the package in unstable can't migrate for some reason, not so you can upload a version you know /won't be allowed/ to migrate. :-( It's certainly not intended as a means of circumventing the request we made in the last d-d-a mail (and earlier ones) to upload squeeze-targeted changes to unstable.
