I tested that when calling the binary-arch target, the jars were not
rebuilt, and that they were when you call the binary-indep and build
targets.  Is more than that needed?  I was under the impression that
the buildds would call the 'binary-arch' target?

I got the dh_listpackages code straight out of the dh man page, for
what it's worth.

If there's a neater solution, or if it's not going to work, I can
delay/cancel this NMU...
