Since the maintainer field as set in debian/control is correct, I _suspect_ this may be being caused by pbuilder, if your sponsor uses it. As such, recommending the whole suite is inappropriate, specially when Debian as a whole is trying to push Recommends as "hard dependencies". Anyway.
