But requiring these headers is the intention for sysv-rc these days. Refusing to install packages when the dependency based boot sequence will be corrupted is actually the intended behavour. Not quite sure if this is the case here or not. Can you provide the output from /usr/share/insserv/make-testsuite, to allow us to try to reproduce this?
