To repair, I did

debian-gta02:~# mv /usr/sbin/phonefsod/phonefsod /tmp
debian-gta02:~# rmdir /usr/sbin/phonefsod
debian-gta02:~# mv /tmp/phonefsod /usr/sbin/   
debian-gta02:~# /etc/init.d/phonefsod restart
Stopping SHR Phone FSO daemon: phonefsod failed!
Starting SHR Phone FSO daemon: phonefsod.

seems like a bug in the .install file .
