I have filed a removal request against snoopy as I don't see the time to re-implement ld.so.preload-manager's functionality from inside snoopy. snoopy's functionality can - on Linux - be imitated by using auditd. If Debian will have a new way to handle ld.so.preload in a standardized process, I might re-introduce snoopy to Debian.
