In this case, /bin/mktemp used to be in the debianutils package until the Sarge release but was moved to the new mktemp package in Etch. Most likely this happened because you upgraded debianutils from Sarge to a post-Etch version. Such upgrades leaping over a stable Debian release are not supported.
