Hi Holger, as other replies already indicated:

/usr != /etc

$ dpkg -S /etc/resolv.conf
dpkg: /etc/resolv.conf not found.

Can you please re-check your report, and, if you still think it applies,
look up the part of policy you mean to justify the RC severity?
