 Thanks for your report.  The python preinst only calls the pre-rtupdate
 hooks on upgrades, not on initial installs.  For a python upgrade, the
 old python interpreter and a symlink pointing to the old version should
 still be there at the time the preinst is called.

 Do you have a sample command or use case reproducing the issue you're
 actually seeing?

 I'm not sure where the requirement for Essential packages come from;
 this is true for "preinst install", but I dont think it is for "preinst
 upgrade", is it?
