I should clearify this report somewhat, guided by a recent discussion at debian-ipv6. The malfunction arises if '/etc/resolv.conf' is altered by inserting a statement "options inet6", since then gethostbyname() abandons true POSIX specification. I originally overlook this distinction, since I use this setting in my network. My patch ensures the expected functionality in both cases: with and without that "options inet6". Since the patch is fairly non-intrusive it would be good to use it, although my phrasing "completely broken" was not true in every sense as I have now learned to appreciate!
