this looks very suspicious. I believe that your build environment
triggers a latent bug in the package that does not appear on 'official' buildds.

Do you have in your chroot some stale files in /usr/include/ffmpeg/*

also the relevant parts in the configure.log would be helpful to know
why the check here fails in such a spectacular way.
