Thanks for for your feedback and testing. Given that scim-chinese in
unstable is currently uninstallable and that synaptic works with the
latest version (when compiled from source) I assume the problem is
really the current scim package in debian. There are two bugs already
opened about scim-chinese uninstallable. 

If you don't mind, I would like to close this bug now. Feel free to
reopen if you disagree.
