I hit this bug on a machine which I use as a sacrificial machine and gets updated every morning from sid.
The only way I could get the latest version to install was to uninstall the old version (I removed openoffice.org-common) and the install openoffice.org. Both operations behaved as expected, but otherwise I just got the dependency cycle problem. The only new thing it install was openoffice.org-emailmerge.
