The -2.2 NMU doesn't seem to be in DELAYED, but in any case the given patch does indeed looks very hackish, and shouldn't be necessary if libtool is working correctly.
It seems to be possible to fix it without rummaging in .libs, by removing
AC_DISABLE_FAST_INSTALL from (the patch that adds) configure.ac.
