    Change behavior for automated installs when no local database is available

    During non-interactive installs the system wants to attempt bootstraping
    the database.  While we like this behavior, we need to be more resilient
    in the face of errors as the automated installation may not bring in a
    local database (since it's usually a Recommends).  As a result, if there's
    a failure during the attempt at installation, we should allow the package
    installation to continue but proceed as though the local admin had elected
    to not use dbconfig-common's services and/or to ignore errors.
