To my mind, this is (a) a "wishlist" bug, certainly not RC, and (b) is
not in truth a DFSG issue.

SUMMARY.  Some documentation is available only in a difficult-to-edit
format, the latex sources used to produce that document having been
lost.  The "wish" is that this were not the case.

If a package has a photograph of a diorama in it, released under the
GNU GPL, do we kick the photograph out of the archive if the sheets
making up the diorama have been discarded?  No we do not.  When
something is available *only* in some procrustean format, we note that
since that is the *only* existing format, that makes it the
*preferred* existing format.
