You need to ask that to those taking part on the BSPs :)

Something along these lines should work:
chrpath -d $(DEB_DH_INSTALL_SOURCEDIR)/usr/lib/php*/*/libpuzzle.so
echo "php:Depends=phpapi-$(shell php-config5 --phpapi)" >>
debian/libpuzzle-php.substvars
And then add ${php:Depends} to the control file. Or use misc:Depends
if you prefer.
P.S. I don't know why there's a comment saying phpize is a mess... to
cleanup you just need to make clean && phpize --clean
