This seems to be a problem in the linux-2.6 package in stable, it doesn't ship the symbolic link /lib/modules/`uname -r`/source, which is required to run scripts/adjust_drbd_config_h.sh during the build process.

According to the linux-2.6 changelog this was fixed in 2.6.29-3:

As a workaround, just create that symbolic link, and let it point to
/usr/src/linux-headers-/2.6.26-2-xen-amd64.
