Even though I know nothing to TeXlive packages, I saw many changes to these packages. My rough guess is that the package that provides this file (texlive-latex-recommended) was formerly installed as a dependency of another build dependency and is not anymore. So, just adding texlive-latex-recommended to build dependencies is probably the way to fix this, which is what I'll try.
