The ifmodule thing is working, but here we have got some known problems:

1) I can not add libapache2-reload-perl as a dependency, because otrs
also runs with lighty. this is a no-go, just read the whole bugreport
and you know why :)
2) the package manager isn't working very well with the debian packaged
version, this is documented in #383776
3) having a working package manager would result in a reopen of the
security bug #475737
4) you may adjust the permissions for yourself, but because of #475737
it will not be done for the stock debian version

Okay but you have spotted a relay new error:
Can't write /usr/share/otrs/Kernel/Config/Files/ZZZAAuto.pm: Permission
denied!

May you please open a new bug about it?
