We can't move it to non-free because as far as I can tell, we lack the distribution rights for the TLP because the TLP grants distribution rights for IETF activities only, and Debian is not an IETF activity. I'm going to request additional permissions from the IETF trust. Depending on the scope of those permissions, the package can remain in main or will have to be moved to non-free.
