dpkg-source breaks the assumption that it does the same with and without quilt
being installed.  C.f. crawl:

Even dak accepts packages because it has quilt installed.  Those might then
fail to unpack on the buildds which *don't have* quilt installed in the chroot.
This breaks the assumption from source version 1.0 that everything in the
archive can unpack and thus the buildds do not handle it gracefully.
