Justification: Policy 8.6

Problem:

The package gdm is missing a dependency, without which it may lock up the 
system.

This behavior conflicts with section 8.6:
"If a package contains a binary or library which links to a shared library, we 
must ensure 
that when the package is installed on the system, all of the libraries needed 
are also 
installed."

The missing dependencies are:
xserver-xorg-input-kbd
xserver-xorg-input-mouse

When installing gdm without these packages, all keyboards and mice stop 
responding 
after starting gdm. This includes ALt+Ctrl+Fx and Alt+Ctrl+Del. 
(Tested on a Thinkpad T61 with external USB keyboard and USB mouse)
Therefore, the computer is locked and gdm is effectively unusable.
On a stand-alone computer, a reboot is necessary.

Without installing gdm, xserver-xorg works without the two packages.

After installing both packages, all keyboards and mice work in gdm as expected.

Proposed resolution:

gdm should add a dependency to xserver-xorg-input-kbd.
gdm should at least recommend xserver-xorg-input-mouse.
