For some reason, possibly my ISP being dainbramaged and periodically
blocking forwarding from sourceforge.net because their mailing lists get
spammed, I never saw the original bug report.

It should be just a matter of passing an https url to one of the
appropriate command line options. For example,
 wmweather+ --radar-uri https://example.com/whatever.png 

To tell the truth, I've never even tested until now if any https url
works. I just compiled a local version against libcurl4-gnutls-dev and
it seems to work fine. Not that I particularly care about the openssl
thing in this case (I'd give the exception if it were necessary), but
since the gnutls version works I suggest going with that.
