"serious"? Please read dp3.5 again.

"Every package must specify the dependency information about other
packages that are required for the first to work correctly. ...  For

Which is not the case here, most functionality is available without Perl. The
the script you complain is just an optional utility; for a long time it
was not even included in apt-cacher-ng package. And it's not even a binary.

Sure, sure. And don't forget to create a Slashdot announcement. However,
I added Perl to Recommends a while ago, and the current script also
won't send the administrator spam if Perl is not present.
