"serious"? Please read dp3.5 again. "Every package must specify the dependency information about other packages that are required for the first to work correctly. ... Which is not the case here, most functionality is available without Perl. The the script you complain is just an optional utility; for a long time it was not even included in apt-cacher-ng package.
