Ah, I understand the problem now.  It seems the latest versions of
autoconf/make evaluate AC_PROG_LEX as part of AC_PROG_CXX now, and
later invocations of AC_PROG_LEX are removed from the script.  As
pcp-gui was using AC_PROG_LEX within:

if ...; then
   AC_PROG_LEX
fi

...this now generates a shell syntax error, as theres nothing between
then and fi.  Ugh.  Putting *anything* else inside the will resolve
the problem.
