Hi again Patrick, I'm reassigning this bug to libtorrent-rasterbar, since the file GeoIP.c is a convenience copy of its sources distributed within the deluge tarball (and deluge itself actually build-deps against libtorrent-rasterbar). I'm hereby decreasing the severity of this bug to normal since this kind of violation is a SHOULD and not a MUST in debian policy (quoting: "If the included code is already in the Debian archive in the form of a library, the Debian packaging should ensure that binary packages reference the libraries already in Debian and the convenience copy is not used."). Of course, I'm going to help upstream to patch the autotool build system in order to allow building against a system wide installation of libgeoip. This kind of change was already planned upstream (since it supports various build systems, but Makefiles are not even up-to-date with configuration options), and will be fixed as soon as possible.
