A strong point in favor of removing it is that we should not mislead
users to software when a better alternative exists. Are there
reasons/use cases where ssss would be better than libgfshare-bin?

However, for this particular package, it might make sense to keep
providing it for a while, since removing it might cause users to lose
the tool to recover their data. Unless ssss-"encrypted" data is
"decryptable" with libgfshare-bin?

That's not needed ; reducing severity.
