The tftpd-hpa package blows away any change a user made to /etc/default/tfpd-hpa. This is not allowed by policy, and a warning message that tells you not to edit the file directly does not solve this. You have several options: - Allow the user to set a variable in the config file that, if set, will prevent the package to blow it away; - Read the config file in your tftpd-hpa.config script, and use it (with db_set) to seed the defaults of your debconf configuration.
