I'm very sorry to hear, that clamav-milter does not work as expected.
Nevertheless your bug report lacks lots of necessary information. First of all,
what would you expect clamav-milter to do, which it does not do in this setting?
Your /etc/default/clamav-milter file had only the single OPTIONS=... line
enabled, but this is not used anymore (it cannot be used, current clamav-milter
does not understand any of those command line options). Second, which option
from clamav-milter.conf would you like to see honored by clamav-milter, which it
did not do?
If you provide us with such information, we can try to reproduce your problem.

PS.: Not downgrading severity for now as I could not judge whether this bug
is for real or not.
Sorry for my frustration, but this is an upstream problem. All i want is
all old command line options have a new On* directive. Meanwhile stick
with stable.
