Until applications are rebuilt against the new library, the old library
can be kept, see the NEEDED sections in the binaries.

Once the package is no longer needed/obsolete, the package manager
should do its job and propose its removal.

No. The usecase if having sourceM and sourceN building each libfooM and
libfooN plus libfooM-dev and libfooN-dev. One single version at a time →
no version for the -dev.

Check that your rdeps still build if you drop the .la. If that's the
case, drop them.
