ia32-apt-get conflicts with ia32-libs but ia32-libs depends on it.

PS Manually installing ia32-apt-get renames dpkg-deb and makes dpkg
unusable. This problem could potentially occur when ia32-apt-get is
installed but fails to configure during normal installation process.

Because ia32-libs is pending removal/replacement and will be
incompatible with ia32-apt-get.

No it doesn't, not in version 22.
