There are similar problems with debian/copyright, and the perl-doc package (but not libcgi-fast-perl) is also affected. The loose dependencies are intentional so that perl-modules stays installable when the arch-specific builds aren't ready yet, so I suppose the symlinks need to be replaced with real directories. (As noted in #522827, that's going to need some preinst trickery because dpkg doesn't replace symlinks.
