Where does this sort of problem get report?
It is a bug in that it prevents normal users installing the image as it just keeps attempting to re-install it every time you run aptttude/?

Somewhere, someone is setting the wrong path to update-grub.

No. It only creates this file with 5 options if necessary. the postrm
hook is not part.

You need to bring much more about this to be actually a bug.
