Yes, that's correct it cannot be built on amd64 because one of it
build-deps is not available on amd64. How is that more than a wishlist
bug? There is no mandate that an "arch: all" package must be buildable
on any architecture, as far as I know.

If you want to build it, do it on a 32 bit architecture.
