you don't have to clean up the mess you make, but it's generally considered 
good practice if you do. if you don't, you're simply not nice to others.

if someone purges (and not merely removes) a package, it means, all traces 
from this package should be cleaned from the system. (there are just so many 
exceptions, that it would be impractical to make this a "must" rule. but you 
should really have good reasons why your packages logfiles are soooo 
important, that it's justifying overwriting a should-directive from policy.

ie, the ldap packages have a debconf question (defaulting to false "even"), 
whether the ldap _database_ (not the logfiles..) should be removed on 
purge...)
