There is. If you removed the actual mktemp package instead of the one that says "can be safely removed", well, you outsmarted yourself.

I have no idea why mktemp disappeared from testing before coreutils entered testing. Probably a bug in the migration scripts, but either way I'd highly recommend not removing something if a scary warning message says that you shouldn't do it.

There seem to be some cases where additional apt.idiocy prevents easy removal even after the transitional package is installed. In such a case just leave the vestigal package sitting there--I promise it won't hurt you.
