No. If the new mktemp Pre-Depends on coreutils and coreutils Conflicts
with the old mktemp, the old mktemp package has to be removed before the
new coreutils package can be unpacked, exactly the current problem.
To avoid this catch-22 situation, just use Replaces without Conflicts.
That's how you handled the transition from {file,shell,text}-utils to
coreutils, BTW.
