I am not really knowledgeable about SONAME issues, so what I am going
to say could be naive (or even totally wrong and stupid!).
Would the following actions solve the problem?

 a) a new sqlite3 version is uploaded with a SONAME bump
 b) all depending packages are then forced to be updated and
    re-uploaded in order to accommodate for the SONAME bump

Please explain me why these actions are not enough to solve the problem.

rpm is an example of package that needs fixing, as far as I understand.
